chanlimit.tcl and netsplits

i've set the following in chanlimit.tcl:
cl_limit 10
cl_timer 5

In the eggdrop.conf i've set the
set wait-split 600

If a netsplit occurs but the reconnection of splited server delays for more than 5 mins, will the chanlimit change?

If it is changed then the clients wont be able to rejoin. So in that case can i fix this?

Clients will be able to rejoin. servers on netjoin will adjust the limit appropriatly, or just join them regardless of the limit.
