Filesystem always queues files

Anytime I try to get a file from the filesystem module, It tells me "Queued: (file) to (nickname)". If I try using .tcl dccsend file nick, it returns "Tcl: 4" (the file was queued for later transfer, which means that person has too many file transfers going right now). I don't have any file transfers going on, it does this no matter who I try to send a file to . Any suggestions?

EDIT: Transfer module was disabled (could've sworn it was on.. oh well).
