t/o prevention tcl

i want a little tcl script to stop users messing with the channel limit by kicking them and either seting the limit back.. or to 1 untill the limit bots change it back to a normal amount. this is too stop mirkforce t/o's when the limit is raised or taken off to allow clonez in. there aint such a .tcl that i can find, and id write one my self but im too lame *g*
