link first through dcc before netbots ?

I would like to know if I need to link the eggdrop bots first through dcc before starting up netbots.tcl ?

No. Netbots can be loaded at any point, before or after linking.

However, they need to be linked for remote commands.

By remote commands, do you mean the commands such as ->
.netsay
.netact and other comands like them ?

Yes.

Many commands perform remote functions, including .netchanset.

They will still work, however, without the link, the commands can't be sent to other bots.
