Is there any difference in eggdrop versions 1.3 to 1.6?

Yes, there is a huge differance.
1.3 was designed and maintained by the old eggdrop team.
Since then, there have been major aditions, and so on.
You might want to read the UPDATES files in the docs directory of any 1.6 bot.
