!help script. notice instead of message.

I currently have a script set up like so..

proc phelp {nick uhost hand chan text} {
putmsg $nick "* Help information:"
putmsg $nick "* - Available Commands:"
putmsg $nick "* - !help - This help."

How do i edit rthis to notice the user instead?
