An example for you:

bind mode - "% -b" unbanned
proc unbanned {nick host hand chan modechng victim} {
putserv "NOTICE $::owner :Unbanned by $nick: $victim."
}
The % represents "the current channel". Victim is whatever happens after the mode change, could be a nick, or in this case, the host that was unbanned.
