whois on user join and reported to channel

whois on user join and reported to channel

is possible if i requesting a tcl that can whois user on join and publicated where they are join on main? (with anti whois flood so just 3 max nick whoised when netsplit or clones join)

eg:
user has joined #channel
<bot> user is on #chan #chan #chan
