detecting dcc send speed in TcL

Anyone know how to detect / catch the dcc send speed from TcL ?
So we can limit the speed, is the speed below X bps then the bot will drop the sending.

I could use this too... execpt in my case it would be more for stats, so i could see how fast my bot is transferring files.
