Error: can't find package http

I got this error when i rehashed my eggdrop after i set his csc tcl. How can i fix this problem ?

Install a newer version of tcl that includes tcl-http.

...sorry, where I find newest version of tcl (for windows, eggdrop windrop)? ...and, how to install (directory???)?
