Apologies for jumping in a little late but I tested all those ip's you listed through my eggdrop running jamesoff's script and it detected open proxies on all except 3, I guess it depends what dnsbl's you use.
Anyhow I hope you get the problem sorted the scripts listed above are pretty good.

These nicks ought to be detected by Sir_Fz's AllProtection tcl, since the nicks as well as the idents are both in small case. I fail to realize why, wouldn't they work, since they worked with me.

These nicks can be detected. Just paste a log of the nicks along with their idents.. and maybe we can comeup with some regexp logic.

well then sad, this is the type of flood im having in my channel most of the time, they come with maybe more than 200 ips

I beleive it only detects for nick/idents with small case alphabets only. And the one I currently use also does the same.
