This would work, but not in a secure fasion.

This wouldn't use the botnet either, it would use command via IRC.

Download a script like botnetops from eggjelp.org (or netbots, which has botnetops included).

Is this the proper format to use to get a bot to ask for invite from another bot ?

(assumeing that the bot that has the op in the +i channel has a nick of bandit)

(on the bot that is NOT in the channel):
chanset #chan need-invite putserv "PRIVMSG bandit :!invite #chan"

I am concerned about the spaces so here is a more detailed look:

chanset<space>#chan<space>need-invite<space>putserv<space>"PRIVMSG<space>bandit<space>:!invite<space>#chan
