Only msg un-registered users

I'm trying to get hold of a script that will only msg un-registered (nickserv) users when they join the channel. I couldn't seem to find something that will do this. I don't know how to get the bot to see their flags when they join and to act on that. If this ain't possible, do i have to use a "learn-users" so it won't msg them, but then i need to add a command to let people automatically add themselves. but obviously the lowest flag needed for security...

Still trying to get a hold of this, any help would be great, thankyou
