A script like this has already been created. Here is the script with all your needs:

This is quite trivial but it can do the job for you. You can add quit messages which you want to execute it on, set the channels it will work on and also set a bantime for banning that user.

i need some tcl, for any one quit, if he have spam when he quit or have
autokilled or Killed or Excess Flood : the bot ban him,
