are you using a vhost?
I used to have the same problem untill I figured out that this configuration:
set dcc-sanitycheck 1
was making my bot think that I was BS'n it about my host cause I was using a vhost.
try setting it to 0
set dcc-sanitycheck 0
see if that works for you.
another thing is, are you connecting through a firewall? if your using mirc, dcc through a firewall seem not to work (or i couldn't ever get it to work myself) but pirch doesn't have the problem that mirc does while dcc'n through a firewall.
if non of that works for you, then open your telnet setting in your eggdrop.conf file so you can just telnet to your bot.
