try whisper your bot "help invite", you will learn something totally new which is stated in the documentation, but why bother to read it?

can we make a tcl that would invite users who have +afo flags after they have been banned or kicked and when they are conncected to the server? tnx

No tcl is even needed. Simply make sure to set invite-time 0 (so invites stay always on), and then .invite the proper users via the console.
