bot is registered with nickserv, but it doesnt need so
unregistered nick can set usermode +R also. he can accept msg from registered nicks with nickserv only

this futher can work only via bot DCC .DUMP $botnick +R, but not in config file
set init-server { putserv "MODE $botnick +iR-ws" }

this futher can prevent bot from being flood thought
