I wouldn't want to use it myself as i don't like it, but here is a script that does about what you want, i think there is a new version of it this week aswell

or here's an idea; if someone's not trusted to do mode changes, dont op them.

Does anyone know where I can find a script that prevents anyone from changing any modes except certain people with a certain flag and the bot itsself. I've looked but I can't find one that does exactly what I'm looking for, got any ideas?

It has to deop then kickban when they change the following modes.
+o
-o
+v
-v
+k
+m
+i
+s
+l
