Does enybody now a tcl script like Strictop in X ?
That only +o users or higer can have ops in a channel

There are hundreds of such scripts available, such as slennox's superbitch.tcl, which is one of the best around. Get aquainted with the tcl archives, there are thousands of scripts already written for your download pleasure :wink:
btw, you are familiar with the channel option +bitch?

bitch           only allow users with the +o flag to be ops on the channel
