That kind of script has already been released (a bit buggy)! Search in the annoucements section of this forum. I am very sure it was posted over there!

yes. (but it would be better to make the code adding posts to the db also notify the bot)

can it be done??
a tcl script that looks in the db of a forum for new entrys and post those in the channel and also link to that topic?
