looks like a firewall\nat problem.. read reserved-portrange in conf and allow traffic on those ports.. and if one of the bots is on a NAT ip.. read set nat-ip (forward appropriate ports)

yea i've increase the timeout time but it doesn't seem to work.

try upping the timeout from 15 to 30, or maybe 60

yeah im familiar with the compress option, I’ve tried it with no success. The user files are small like only three users and one channel right now.

No clue if this will solve your particular problem, but was wonderin' if you are familiar with the compress module?
compress This module provides provides support for file compression.
This allows the bot to transfer compressed user files and,
therefore, save a significant amount of bandwidth.
