Edit: Oh, my WinRar cant open this file... unknow format or damaged.. But winrar can open this format isnt it?

WinAce .. WinRAR is a little 'iffy' with tarballs. WinAce is the most reliable to extract tarballs within a Windows environment.

Did you re-load it?

tar xvzf eggdrop1.6.16.tar.gz should really work

WinRar can handle gzipped tar-archives aswell afaik
