Characters 0xFF and 0xED in logs/partyline

I'm using eggdrop v1.6.15 and have a problem with charasters 0xED (cyrillic letter "?") and 0xFF (cyrillic letter "?") - they are stripped from any incoming or manually outgoing messages, and not goes into logfiles.

Does anubody know how to fix this problem?
