how do by bot set the user to a halfop?

Rather than using pucshmode, try using putserv and puthelp.

putserv "MODE $chan +h $nick"

I aint sure, but pushmode does filter some stuff out, and due to the lack of support in eggdrop for halfop settings, it may be filtering this.

Eggdrop does not support halfop, not coz it's lame, but coz it's not in the standard IRC protocol, and plainly serves no purpose to eggdrop.

/mode #test +h hans
works. how can i set this with my bot?

For what server did you try this? As I know this halfop is for Dalnet servers.

that works fine but
pushmode $chan +h $nick
dont work. why? how can i "fix" this?
