there is in eggdrop.conf > set owner "nick" so this nick becomes perm.owner and you can't delete for example his handle ... and in default only perm.owners can use the command .chanset .. if you have +n but you are not added in the eggdrop.conf @ set owner "nick1 nick2" you can't use the command so >

THERE IS PERM. OWNER. so can i do the .boot bullshits ?

I understand, but there are no perm user in eggdrop
so how do you want to verify? the first owner is the "permowner"?

I am perm. owner in the eggdrop and I add an user with flags +n .. but not perm. one. I want to .boot that user .. and I want that user not to be able to .boot $me ?

disallow perm owners to be booted out? I'm not sure, but peharps you can re-define it.
