as said, there must be a script using bind JOIN and forwarding $nick in a putserv/putquick syntax with MODE to server ^^. I can't help you finding it.

Also, i dont have any scripts loaded, so i doubt that it is a script causeing the problem

perhaps it is a syntax error in a script using pushmode, putsertv "MODE..." or something. check and join with a username 'is' matching a hostmask on the bots userlist. If it changes mode +is the dubt is proofed. You may also test some nick like is-t. It should set +is-t .
Note [NiTrO]Sec8|Colt45|schleeep includes p, i, r, c and C!

i have look every where but i cannot seem to find out why when people in its user list joins a channel that it is on, my bot changes the mode of the channel

No it isnt a problem with .chanset chanmode, my bot will enforce chanmode any other time, just when people in it's user list join the chan will it change the modes.
