newchanban and newban are not options, you might have some scripts that use them to ban people, so instead use putserv "MODE $chan +b $mask" and putserv "KICK $chan $nick:" but dont forget to set the mask and be sure what vars you use.

you will have to give your ops access to the bot, to be able to remove his bans .
but no, you can still give them +o and -p flag , since the trigger isn't a DCC bind, but justs captures the regular channel mode +b and -b you see in the channel.

bans from bot are threaten as master, but you may adjust it easily, knowing a bit tcl ^^.

I think what he meant is that he doesn't want the bot to keep the ban in its internal ban-list so when the user rejoins the channel after being unbanned the bot won't ban it again (banned:...)

TRaSH then dont use newchanban and newban.

Yes, you can override an ban by getting invited in to the channel if the channel is set to -enforcebans

is it possible to override the bots ban,
so when the bot bans someone that a op can remove it without the bot placing it back
when the user joins the channel again.
without giving all the ops shell access to it or with dcc commands
