A small ircd shell is not very expensive....If your planning on less then 200 peeps usually 15 a month or less is whats its going to run.

do you mean that you want your eggdrop to be a server?
using an eggdrop as ircop is not really good, so I don't think that trying to make an ircd will be secure... and stable... and...
