Uhm, /raw who (Im assuming you run mIRC) is exactly what Eggdrop does. Eggdrop is not going to start supporting broken ass versions of ircd -- which I assume this is. Webnet has recently changed it so that you can no longer do a /who and so the bot runs into issues where it is confused and cannot detect that it is on the channel. They recommend doing a /raw who instead.
