A "limbo" bot is one that dosen't sit on a server, dosen't do anything. It's used just to "keep" a botnet linked acting like a hub or an alternative one, as the user wishes. Also, why do you want to "re-invent the wheel" when there are lots and lots of "services" for irc servers? Be more specified on what you want to do. First you say that you want a a raw to get that notice then you want it to perform g-lines.
