From the copy and paste of your environment variables it seems you should have installed it in /usr/local/ActiveTcl. But from the shell transcript it is not clear what is inside that directory.Environment variable TCLLIB was set, but incorrect.
Please set both TCLLIB and TCLINC correctly if you wish to use them.
configure will now attempt to autodetect both the Tcl library and header...
