other people can't telnet to my bot

The +p flag is needded only if require-p is set to 1. Anyway, what flags do they have?

my require-p is set to 0

I tried changing the wan setting in the eggdrop.conf file and afterwards, i can't dcc chat myself using both the /ctcp botnick and right clicking my name,DCC, chat using mirc I'm using mirc on the machine as my windrop

seeing how you mentioned WAN ip im assuming you are on NAT... try using set nat-ip "wanip-here"

I have the line: listen 5555 all in the eggdrop.conf and other users can't connect. Only I can connect if I type telnet localhost 5555 if I type telnet mywanip 5555 it won't work I even opened the ports in my router, 5555 and 23 for telnet. and protect-telnet is set to 0
