dcc-chat and telnet options for a bot master should be identical.

you're probably running a mircscript with some feature limitations

in MIRC , I can control eggdrop as master . But I see in MIRC's command ( as Master ) have little , but on telnet command have a lot and control bot easy .

Follow the instructions as defined on egghelp.org.

They tell you in a step by step process how you configure and compile, then once a config file is generated, what commands should be run, so that you can add the first user.

If you can't telnet it then msg him "hello" on irc and follow it's instructions.

This setting in the config file, defines who ther perminant owners are. These can't be deleted, or have there passwords changed by other users. They aiditionaly have more rights over what commands can be used.

This doesn't create the users itself, it is only a referance to the actual user, which must also (seperatly) be added to the bot.

Have you started it with -m option?

a) Yes, this means that he dosen't have the userfile created and in telnet with it type NEW and on an irc server msg him hello and follow it's instructions.
b) No, then that is not your handle or you don't have access on it.
