What does this error means ?

galaxybox, we know he needs to set it to make it work. You usualy have to set 100% of things in the world to make them work.

jingyou, maybe a little help from your side would help, like what script it is, where we can get it, when it makes the error, when it doesn't.

Read tcl-commands.doc

You should be able to find what you need there. Anyway, it means you did not set it. You need to set it to make it work.
