Half-op and eggdrop

I give my bot half-op status and it can kick and ban but it cant voice or hop another user. When I do .voice name on partyline it says it voices the user but in the channel it doesnt. When I try to half-op someone it says it cant do it because its not an op but I know half-ops can half-op other users on the server.
