What I know of the script:
It has the commands !ban, !kick, !banlist, !unban
Known filename (I believe this is the default): kickbanpublic.tcl
the !ban command takes 2 parameters, duration and nick.0=permban.
the banlist is of the format
*** #chan BANS info !!! ***
BAN 1 <hostmask>, <duration>
<guy_who_issued_ban>: <reason>
