Sentinel and no voice

Hi, i was wondering is it possible, that if channel is +m due to floods and +v is on, that when sentinel will detect floods, should auto add all of their hosts/nicks to some kind a handle->(-voice) with +q flags, so next time they woun't get +v?? any advise please?
if its possible how do i create that handle -voice...
