Request: Bot greets owner with channel info

Hello,

I hope someone can make a simple tcl script that will cause the bot to greet its owner (or specific nick/handle), who just recently joins the channel, about the channel's info, e.g. no. of Ops, no. of voiced users, and remaining non-voiced users.

For example:

-----------
BotOwner (botowner@ipdummy.net) has joined #channel
<@Bot>Welcome back BotOwner. Current Channel stats: OP: 4, Voiced: 6, Users: 10.

Something like that.
