Help with auto msg

Hello, I need help with an auto message. I want to do it like this: When I launch gather, I want the topic to change (it's all ready doing it) and to send a message, like:

Gather start, if you want to add, type !add. You can also !votemap. Good luck!

It's like an auto message after gather start. So how can I do it like this? Because now it just changes the topic.
