I need a tcl that make that:
1. get ip location i can set whatever town i want (the most importnat here is Town:)
2. compare ip with these CIDRs http://paste2.org/7CtNPfHt
2.1 these CIDRs can be stored in some CIDR.txt file
3. hex support example: 5217f599@elitsat.html.chat
3.1 if user join from *ident@*.html.chan set ban on the same way
3.2 if user join from ip set ban like: *!*@ip/host
