he has no flags. but shouldnt the +n be able to op someone even without any flags?

I don't know. What happened when you tried it, after setting -bitch ?

in older versions of eggdrop i think that was possible

But what are the flags for Mad_Traxalos ?

Here:
http://www.egghelp.org/commands/channels.htm#chaninfo
it says:

bitch only allow users with the +o flag to be ops on the channel

If you don't need your channel set +bitch, then set it -bitch and try again, and see if that is the problem.

If that is the only problem, and you do feel that you need +bitch, then add Mad_Traxolos and give him the +o flag.

Hello. for some strange reason my eggdrop will not let me op someone in a channel. i am the +n on the bot(both global and local at the chan) and the bot has +bitch on the chan. look:
