If 2 or 3 clones join the channel in a time in secs, then the script should elimnate the clones and set +mr modes on the channel for time secs. and then remov the mr modes.

if 2 or 3 clones join the channel in time in secs which is more than the the secs which is set in the script, then the script should not ban the clones.
