does someone know what other commands the alicebot can accept from visitors?

is there some question like "Help" or so, that you can find out if the bot learned something from others?

is the alice bot connected to a big database, so it keeps learning all the time? or is it just learning for your site.

it would be nice if the bot would learn from all users that installed the bot on their irc.

You most likely need that egghttp.tcl. Read any docs or even the tcl itself and it might provide instructions to get it working.
