Then I am running very low on ideas.
Though, given that the "no access" error is no longer present, whatever issues with your hostmasks seems to have been sorted. The current information suggests that your eggdrop fails to connect to your client on the specified ip and port (1173281226 => 69.238.217.202, port 5503 in the last posted attempt).
I could only suggest that you check your client end, that the IP address is correct, and any firewall has proper port forwarding.

Thus, we can only conclude that there is nothing wrong with the hostmasks, nor has there been.

One different approach; could you paste the output from:
.binds ctcp all

So I added the hostmask with the .adduser command in the partyline. I still can't dcc or ctcp.

And to restore your hostmask, my personal preference is to use the
.adduser
command. In other words, let the bot determine the hostmask for itself, thus eliminating typos, wrong format, etc.

Log into partyline via telnet.
Use the .adduser command on yourself.
Check the results with .whois to be sure it really added your current hostmask to your account.

Then, try again, to log in via DCC.

Let us know what happens.

Should've mentioned that you should restore your hostmasks afterwards, sorry 'bout that.

That's the result. It only has the telnet mask loaded. I removed all the other hostmasks as previously instructed.

@willy,
blah@*.somewhere.net will not work as a hostmask, as it does not match nick!blah@host1.somewhere.net. Still, it should not prevent the *!blah@*.somewhere.net hostmask (later added) from working.

Both the .channel listing, and the shown user records does indicate that the eggdrop has no problems whatsoever to identify marvz within the channel, so the current records should work.

Though, just to double-check one thing:
@marvz,
Remove all but the -telnet!*@* hostmask, and re-issue the .channel command. Look for the line with your nickname, and tell me if it's followed by a * or a different handle-name?
