whois.tcl keeps having an away: in irc

I can't find a script entitled exactly whois.tcl in the archive.

In any case, I don't really understand how such a thing can happen. The 'away' field of a whois output is captured using a raw 301. If the user is not away then a raw 301 would not be detected.

how is it that the whois.tcl when used on irc the bot will give an away msg even though the person u did whois on irc is not away?
