Your question is a bit vague, but from what I can make out of it, it'd be fully possible to achieve in a tcl-script for eggdrop.

I wanted to make bot, that will send definitions to nicknames what i say, i mean something like .xxx . My friend said that is impossible with ctl only. Is it ?
