no!spam bug or smth

Hello, why when i enable in dcc .+spamchan #help +c and set the mask .+spam a *join* nicks gets only a kick not ban ( channel was join-kick overflooded ), i set monitoring channel messages to 1. And else, how to remove ban if the time is not reached the set limit ? Thanks in advice
