netbots - .netchanset & other netbot commands

Hello. Im wondering how i can make the users i add to my botnet use the .netchanset and other netbot commands... i have nb_owner 0 in my netset.tcl, so that shouldn't be the problem.

The user i need to have access to the commands has channel commands "fomn" for chan #blabla - i want him able to use .netchanset.. i even tried to give him +N flag for that channel, still no go tho
