i have access to a ftp , and i also have cuteftp client and PuTTY can i still run a eggdrop bot?

Break your piggybank open, count out your pennies, and get a shell account. Many providers out there charge as little as $3.00 a month for a single process. If you can't find three bucks, maybe ask Santa Claus

How would you start the bot? Most ftp sites do not enable the site exec command.
