I've designed that script to work with TCL 8.3. The error implies you have an older version of TCL which doesn't understand the option '-nocase' for the command [string match].

Your options are to either uninstall CHATstats or update TCL to 8.3

The error lies in the proc cs:count, but we don't know what script that is in. You need to hep to be helped.
